Advanced Technology Policy

Andres is Executive Director of Advanced Technology Policy in Cisco’s Global Policy group and member of Cisco’s Latin America Senior Leadership Team and Cisco’s Brazil and Mexico boards. Andres is a recognized global business and thought leader in the ICT space and frequently speaks at industry forums and media on technology policy and innovation.

Andres has an outstanding track record in the telecommunications and technology industry, providing strategic advice to business and governments worldwide in the adoption of new technology to drive innovation, find new business opportunities, transform existing services, and structure of public private partnerships.

Andres plays a vital role in crafting Cisco’s policy vision and strategy. More recently Andres designed Cisco’s Digitization Policy framework, vision and strategy identifying the critical policy issues that could impact the company’s growth across all segments and sectors as the world goes digital.

Andres has built strong partnerships with business and government leaders across the region advising them in the identification of new solutions and opportunities as a result of market, technology, and policy developments.

Andres is a result driven executive with an outstanding track record managing talent, driving innovation, delivering high quality products, and collaborating and leading projects in complex cross-functional matrix organizations. Andres has strong track record in P&L management, international business, risk management, corporate finance, business development, negotiations, M&A, and strategy. Over his career, he has worked in the U.S., Asia-Pacific, Eastern Europe, and Latin America.

Andres is and active contributor to the economic policy debate and is heavily involved in leading leadership forums such as the Summit of the Americas and the World Economic Forum (WEF) on Latin America.

Andres previously worked for Verizon Business, where he focused on corporate and regulatory strategy, and M&A. Prior to the Verizon-MCI merger; he was responsible for MCI's corporate and regulatory subsidiaries in emerging markets.

Andres holds a B.A. in Economics, an M.A. in Telecommunications, and an MBA from Columbia and London Business School. He is fluent Spanish and English and is continuing to improve his Portuguese.
